Metro Manila In a recent clarification, the Department of Energy (DOE) reiterated that metro Manila under the Republic Act No. 11697, the Electric Vehicle Industry Development Act (EVIDA), exempts all electric vehicles (EVs) to the number coding scheme. Such exemption is eight years long and takes effect on the day the law was enacted, April 15, 2022, and covers many different types of EVs, such as Battery Electric Vehicles (BEVs), Hybrid Electric Vehicles (HEVs), Plug-in Hybrid Electric Vehicles (PHEVs), and Light Electric Vehicles (LEVs). The DOE underlined the fact that EV owners do not have to receive any other certifications to take advantage of this exemption. This policy will promote the use of green transport and ease the traffic congestion in Metro Manila.

Through the amendments made to the Electric Vehicle Recognition Guidelines, the DOE released the document, Department Circular No. DC2023-05-0012, amended by DC2025-09-0015, as a guideline to facilitate the initiation of the non-fiscal incentives under EVIDA, one of them being the exemption of the number coding. This circular sets the procedure of the identification and categorizing of EVs, including BEVs, HEVs, PHEVs, and LEVs. On the EV Industry Portal, the DOE has a list of accepted EV models. Hybrid and electric vehicles are considered by the Land Transportation Office (LTO) based on their homologation papers and are given green plates respectively. The Philippine National Police-Highway patrol group (PNP-HPG) has clarified that EV owners need not personally seek certification at the DOE. The previous assertions of the PNP-HPG were meant to highlight their zeal to grant only the electric and hybrid vehicles, which are recognized legitimately, to have the perquisites that the law offers and to curb misuse and falsification of green licensing plates. The PNP-HPG will confirm the authenticity of the green plates with the DOE and LTO and vehicles that have not been recognized by the DOE will no longer get the number of exemptions.
