Even before entering the airport gate, flying to Singapore will be subjected to tighter scrutiny starting January 30, 2026. The Immigration and Checkpoints Authority (ICA) in Singapore has unveiled a robust new tool known as Non-Boarding Directive (NBD) where the authorities are in a position to prevent some travellers even before boarding flights. Airlines will now need to screen passenger information prior to boarding and reject entry of persons who have been identified as undesirable or those who do not comply with entry specifications. What Is Singapore’s New Non-Boarding Directive (NBD)?

The Non-Boarding Directive (NBD) gives ICA the ability to advise airlines that they should not permit certain travellers to be on board the aircrafts headed to Singapore. These orders will be made based on advance passenger data like passport data, visa data, SG Arrival Card data, flight manifests and previous immigration or security indicators.

Even before stepping on to the aircraft, travellers that do not match entry requirements may be refused entry to boarding the aircraft due to factors like possession of a passport that is less than six months old or without a valid visa.

Strict Penalties for Airlines and Staff

This new rule states that airlines that do not comply with an NBD may be fined up to SGD 10,000. The repercussions are even more far reaching: pilots or airline staff that intentionally or unintentionally permit an illegal passenger onto the plane may be fined, jailed to a maximum term of six months or both.

This burdens the airlines with a heavy responsibility to make sure that there is total compliance with the immigration checks prior to departure.

Denied Boarding? There’s Still an Appeal Option

There is one option left to travellers who think they were flagged down unjustly. They can also call ICA using the official ICA Feedback Channel to request special permission before making another flight. Still, it is not an ensured approval but will be conditional on the particular case.
