Malaysia plastic waste scrap import data 2025 indicates changing data of imports of waste and scrap of plastics under HS Code 3915 as regulations are tightening. Shipments of imports have not stopped, but new requirements on certification and additional rules in place by July 2025 are having effects on flows particularly between countries that are not Basel Convention signatories.
Statistics indicate that Malaysia is still one of the largest importers of plastic waste and scrap of HS Code 3915, such as ethylene and mixed plastics to be recycled. In the past, the United States, Germany, UK and Japan were considered to be the top suppliers of the product and have recorded high volumes over the last few years. Nevertheless, new import policies demand today that each consignment be accompanied by a Certificate of Approval of SIRIM Berhad, which makes the conditions of entry more stringent, and the trade slows down. Moreover, shipments of some countries including the US are further impeded by the compliance requirements of Basel Convention.
