The United Arab Emirates (UAE) has been a consistent donor in Sudan concerning humanitarian and developmental activities over a period of over a decade. The UAE has provided a large-volume of financial assistance, emergency aid, health services, and long-term developmental cooperation in order to assist Sudan in dealing with the conflict, displacement, and economic difficulties since 2014. Its activities intensified with the beginning of the 2023 crisis, as its activities increased with more food deliveries, supplying medicine and transportation, as well as nutrition programs. UAE also intensified diplomatic outreach and cooperated with international agencies and the neighboring nations to save the civilians, assist refugees and maintain stability in the region.
The UAE has given approximately USD 4 billion in total and over USD 700 million in the form of humanitarian assistance since 2014 to Sudan, with over USD 700 million channeled to the country after the 2023 conflict. At the 2025 donor conference, the UAE also made another pledge of USD 200 million, half of which is allocated to emergency activities in El Fasher and North Darfur.
The UAE has conducted 162 airlift missions and a number of sea deliveries with the shipments of essential supplies. Neighor countries were also helped in line with South Sudan, Chad and Ethiopia to assist Sudanese refugees. The UAE provided more than 12 700 tons of food, medicinal supplies and basic relief, distributed high-nutrition children and mother supplements, and distributed food parcels on border crossing and temporary shelters.
There was shelter assistance in the form of tents, blankets, hygiene kits among others, ambulances and emergency vehicles in major border points. The medical shipments were vaccines, trauma packs, and the necessary drugs needed in war-torn countries.
UAE has assisted in the development and running of 127 medical facilities in 14 Sudan states, mobile clinics, and field hospitals. There is a solar-powered healthcare facility to 66,000 individuals and 10 solar-powered water wells to supply safe drinking water to almost 65,000 refugees.
The UAE has also donated USD 4 million to UNICEF to finance refugee education programs, classrooms, school supplies as well as teacher training (especially in Chad) in the education sector. Also, 240, 000 Sudanese nationals are now based in the UAE and 33,000 students are present with the country providing scholarships and entry visas that facilitate access to education.
Programs on special assistance to women and children have a USD 10.25 million contribution to UN Women, infant nutrition programs, and agricultural rehabilitation programs to improve food security.
In addition to relief efforts, the UAE is also still involved in the diplomatic front in facilitating ceasefire, promoting the safety of civilians, and collaborating with the African Union (AU) and IGAD to promote peaceful negotiations. It also provides USD 70 million to humanitarian activities by UN in Sudan and USD 30 million to assist Sudanese refugees in host countries.
The long-term relationship of the UAE involves previous investments in transport, railways, infrastructure development, and industrial developments. Partnership with other organizations such as WFP, UNHCR, UNICEF and ICRC will also continue forming the humanitarian and development coordination lines of its programs.
