While NATO will be investing in surveillance around the Arctic, “total visibility” can be an overshade of reality when it comes to military sensors. The Alliance has introduced national activities under a multi-domain approach, provided by JFC Norfolk, since Arctic Sentry inception in February 2026. The test is indeed the continuous interpretation of the high north by NATO.
The Surveillance Picture Is Growing
Arctic Sentry is confirmed with AWACS surveillance flights over the Barents Sea by NATO. Allies also come up with planes, ships and exercises. Denmark, Finland, Germany and Norway pledged to buy up to five MQ-4C Triton long-range maritime surveillance planes in the prone-to-cold Arctic regions in July 2026.
In December 2025 the Alliance Persistent Surveillance from Space programme entered IOC, combining national/strategic satellite resources with commercial resources. Important when it is hard to monitor in the dark, or in wet conditions and due to distance or lack of infrastructure.
Arctic Is Not One Continuous Radar Screen
The most common misunderstanding is to envision NATO surveillance as a picture of all vessels, submarines, planes and installations. This is not possible in the Arctic. Sensors have a limited detection range, aircraft demand a base from which to operate, satellites can’t be low, low at all, and marine sensors cannot be omnipresent.
Task Force X-Arctic is NATO’s solution, which is a networked uncrewed system being tested to provide NATO with more consistent multi-domain situational awareness. Commercial space-based monitoring reveals that monitoring evolves, with a growing emphasis on mesh network use and data fusion; rather than on a single sensor.
Hardest Problem May Be Below the Surface
It’s more difficult to locate a sub under the ice of the North than it is a plane or a boat. Propagation of sound is influenced by temperature and salinity, depth, ice and weather. The alleviation of critical undersea infrastructure protection and NATO’s growing maritime awareness are being realised through projects like MAINSAIL.
The GIUK Gap and the Norwegian Sea are still pathways for the movement of goods between the Arctic region and North Atlantic. NATO can focus surveillance efforts on these areas, but these are not worldwide, Arctic-wide surveillance efforts.
How Much Can NATO Really See?
There is better evidence that NATO is developing its tactical intelligence of strategic approaches, the Barents Sea, maritime routes, and critical infrastructure. However, the Alliance hasn’t shown they can detect all activities in the High North, 24 hours a day.
The key to Arctic surveillance is reducing the uncertainty at a pace that allows enough time to detect unusual activity, trigger the other sensors and facilitate decision-making. Architecture is becoming more persistent and enduring, but geography and environmental conditions still constrain NATO.
