Abu Dhabi Becomes Ground for High-Stakes U.S.-Russia Prisoner Exchange

During the rare moment of cooperation, United States and Russia executed a prisoner swap in Abu Dhabi on 10 April 2025. According to an intelligence agency arrangement between the two countries, it was a quiet undertaking.

Russia freed Ksenia Karelina, a dual U.S.-Russian citizen sentenced to 12 years in a Russian penal colony; her crime? Donating less than $100 to a Ukrainian charity. While Russian officials claimed the money was used to support the Ukrainian military, her supporters say it was meant purely for humanitarian aid.

In exchange, the US freed Arthur Petrov, a German-Russian citizen accused of trying to smuggle American microelectronics to Russia. The components were supposed to be military ones, which made this case very critical.

Deal Sealed by Intelligence Chiefs

The exchange was personally supervised by CIA Director John Ratcliffe, who was present at the spot for the event. Ratcliffe commended the behind-the-scenes efforts of the U.S. intelligence personnel and thanked the United Arab Emirates for facilitating the transfer.
