China’s 2026-2030 Plan lays down a set of interrelated objectives that aim to raise the economy, accelerate the move towards tech self-reliance, and along with social welfare, and defence, reach the highest quality of development which will be a step towards the 2035 modernization targets. Among the major things mentioned in the plan are a modern industry system, increasing the domestic market, and progressive reforms while ensuring that national security is not compromised amidst technology battles and global growth challenges. For the first time, among others, the defence capability is visibly included in the long-term 2035 goals which means that military spending would be closely tied to the economic and technological upgrades for the five-year period. The plan makes it clear that the country will invest in and thus become powerful and competitive in the areas of semiconductors, AI, green energy, advanced manufacturing, and digital trade.
The plan literally puts building a modernized industrial system of traditional sectors, emerging and future industries, services, and infrastructure to support productivity and resilience as the “top priority.” Domestic consumption will be expanded, real economy will be reformed and investment will be stabilized in policies so that high-quality growth will be supported and external vulnerabilities will be reduced. On the trade and investment front measures will be taken such as market diversification, digital trade and cross-border e-commerce advancement, and better foreign investment climate that will be in line with the strategic goals among others.
Technological self-reliance is a top priority, with the aim of reinforcing the fundamentals of research, the creativity of innovation, and the prominence of key core technologies in chips, materials, biotechnology, machinery, and software that are the basis of everything. The main industries mentioned that are being supported by the government are AI, clean energy, aviation and aerospace, and next-generation communications with the goal of being at the forefront of “new quality productive forces”. The plan is to merge the worlds of science and industry together and to get the regulators in line; this will, in turn, speed up the process of commercialization and, thus, the capacity for global standard-setting.
The rulers demand a rapid progress of the combined development of the mechanization, informatization and the intelligentization of the PLA, linking the capability upgrades to the sovereignty and security needs during the critical 2026–2030 milestones. The statement says that the PLA centenary goals will be reached on schedule and defense capability will be raised as part of overall national power by 2035. Security audits and trade restrictions will be more precise in order to safeguard the market and the economy that are considered vital for the country.
The social goals are to provide better public services, welfare, and living standards while at the same time maintaining cultural and ecological progress in the high-quality development agenda. Consumption-boosting measures will also include consumer rights protection and household confidence-raising and inclusive benefits policies.
