India has officially rolled out the House Listing and Housing Census (HLO) phase today, April 16, 2026 in a historic advancement to digitizing national data. This forms the very important initial phase of the Census 2027 cycle. This colossal project is being touted as the largest digital enumeration exercise in the world and the one that would see the end of the traditional paper-based enumeration systems and the beginning of an enhanced mobile-app-based system.
This morning, thousands of trained enumerators started door-to-door visits in select areas to gather information on the housing conditions, household amenities, and assets.
The First Phase: 8 States and UTs Take the Lead
The deployment on the current day is a certain group of areas that have already closed their 15-day self-enumeration period. These regions are front-runners in laying the foundation of welfare planning in the country in the next ten years.
Regions Starting Door-to-Door Visits Today
According to official reports from the Ministry of Home Affairs, the following 8 States and Union Territories are currently active in the field:
- Karnataka (The largest state by population in this specific early block)
- Odisha
- Goa
- Mizoram
- Sikkim
- Andaman and Nicobar Islands
- Lakshadweep
- Delhi (Specifically NDMC areas and Delhi Cantonment Board)
Innovation in Data: The Self-Enumeration Facility
The government has presented a Self-Enumeration (SE) portal, which was the first time in the history of the Indian Census. This enables citizens to complete their household information online, prior to the arrival of the enumerator. Already, more than 12 lakh households in 11 states have used this digital route, and this has greatly accelerated the verification process.
The Hybrid Enumeration Model
Although the digital portal is a breakthrough, the door-to-door visit is still needed. Enumerators will go to each household, even those who have already self-enumerated, to confirm the “Self-Enumeration ID” or to manually enter the information with the official Census HLO Mobile App. This makes no household to be left behind in this biggest administrative exercise.

The attention at this HLO stage is limited to housing and household-level data. The second phase will be personal population enumeration (age, literacy, and profession) that will take place in 2027.
Key Questions in the HLO Phase:
- Housing Conditions: Type of building material, ownership, and dwelling rooms.
- Facilities: Availability of drinking water, electricity, and sanitation facilities.
- Assets: Bikes, cars, TV, and access to the internet.
- Fuel and Nutrition: The primary source of light and the kind of fuel to cook with.

No. The HLO stage is concerned with housing and assets. Bank details, PINs, and other sensitive financial information are strictly forbidden to be requested by enumerators.
