GSIS Emergency Loan is a measure to extend financial aid to eligible government employees and government pensioners in relation to natural disasters and the typhoons suffering from severe monsoon conditions. Applicants who meet the requirements are allowed to apply online via GSIS Touch App.
Only eligible members who live and/or work in an officially designated State of Calamity will be able to secure the loan. Applicants will also have to meet up the guidelines established by the GSIS contribution, employment and income before getting the approval.
How Much Can You Borrow?
The loan limit for first-time borrowers is ₱20,000 while existing borrowers who want to renew may qualify for a maximum loan limit of ₱40,000. If a loan is taken out for renewable, the remaining amount owing for the prior emergency loan is removed from the new loan amount.
20% and the loan rate is 6% per year compounded on a monthly basis over 36 monthly payments. Gross loan amount is also reduced by a 1.2% up-front Loan Redemption Insurance (LRI) premium.
GSIS Emergency Loan Requirements in 2026
All active government employees should be active and not on leave without pay. Must be in at least three monthly premium payments prior to applying, and have no pending administrative and/or criminal case.
Applicants must also have a net take-home pay of at least ₱5,000. They are also required to live or be employed in one of the LGUs which have been declared under the State of Calamity.
The pensioners of old-age and disability should be from an area officially declared a calamity. Their net monthly pension, after the emergency loan deduction, is to be at least 25% of the basic monthly pension.

How to Apply Through the GSIS Touch App?
Step 1: Download and Log In
Download the GSIS Touch app on the respective app store and login using your business partner (BP) Number and password. First time users are able to tap on Create Account, enter BP Number, birthdate, verify the OTP that was sent to their registered mobile number then create a login name and password.
Step 2: Open the Loan Application
On the app’s dashboard, tap on Loans and then on Apply for a Loan or Loan Application. Select Emergency Loan from the types of loan listed.
Step 3: Select New or Renewal
If this is the first time applying for the emergency loan, select New. If you are a borrower from an emergency loan already in place, and are seeking another loan within the earmarks for the same loan type and within the renewal limit, then you should choose Renewal.
Step 4: Submit Identification Documents
Take a clear picture of yourself with your GSIS UMID Card/eCard. If these are unavailable, give two valid government IDs they will be very pleased with and a picture of you holding two IDs.
Step 5: Review and Submit
Review the loan computation, monthly amortization and estimated proceeds displayed. Read the agreement and terms, confirm the information and select Save/Submit. There should be confirmation and a reference number!
What Happens After You Apply?
For active members, the application is electronically sent to the agency’s Authorized Agency Officer (AAO) for an active member verification and net take-home pay. Finally, the final processing is done at GSIS.
The loan funds are credited immediately to the borrower’s eCard registered with LandBank, DBP or GSIS.
