After having received another opportunity to avail of the loan moratorium refund, named “Balik Ginhawa 2”, the Government Service Insurance System officially opened on July 1, 2026. The expanded program allows for repayment up to six months including loan amortizations (from December 2025 to May 2026) for those borrowers who are eligible.
But while many Members welcome this extra financial support, others have said they’ve had their applications rejected. What is the GSIS Balik Ginhawa 2 Program?
Balik Ginhawa 2 is a continuation of the previously-mentioned loan moratorium program, to be extended. GSIS collects amortizations of the monthly loan payments, but continues to do so in the regular manner, and then pays the qualified payments to members as lump sums, upon maturity in cash.

Official GSIS Balik Ginhawa 2 Exclusions
Probably one of the most common causes of denial is because your loan account is currently due and demandable. The program operates on a one-year payment plan and excludes members with accounts that have gone delinquent for six months.
If the loan has been paid off or renewed, then its applications might be rejected as well. As the original loan account is not open, it is not possible to request a refund of qualified amortization payments based on these guidelines.
There is another exception for the retirement claims that have already been filed by a member. Usually these applications do not qualify for the Balik Ginhawa refund program, since they are different financial settlements for retirement.
For example, GSIS will not accept members who have prepaid for the loan prior to the first loan date. The program allows for eligible amortizations within the specified refund time, so prepayments made outside of the amortization time frame are ineligible.
Can Previous Balik Ginhawa Beneficiaries Apply Again?
Yes, but not everyone will be entitled to get the full six months’ worth of their money back automatically. Those who have already participated in phases one and two Balik Ginhawa may be eligible for the extended program.
Previous refunds if any have been received will be deducted from the new maximum amount for refund. Eligible members can therefore only receive allotment of the balance of their original savings if they have already received a portion back.
How to Avoid Application Rejection?
Check that your loan is still active and that your loan is up to date before you apply via the GSIS Touch mobile app. Examine the status of your loan to make sure that there are no unpaid balances that could make your account due and demandable.
Also make sure that your personal register, bank information and mobile application is kept up to date. Incomplete Application Information can be the cause of the delay for Verification/Process due to the fact that Applications are limited to the GSIS Touch app only.
How Long Does Refund Processing Take?
If the application is successful, the refund will be credited to the member’s registered UMID eCard or Bank account, according to GSIS. After verification, successful applicants can expect to get the money within three working days of the agency announcing that money has been set aside for processing.
Please note processing times could vary, depending on the volume of applications, however members are advised to check their GSIS Touch account and registered payment account for any updates.

Application Period
Applicants of the Balik Ginhawa Program must use the GSIS Touch mobile application to apply to avail of the expanded program. The official period for releasing the application is from July 1, 2026 to October 31, 2026. Applications after the deadline date may not be accepted.

I have already obtained a Balik Ginhawa refund, can I apply again?
Yes. If you’ve previously got a refund, there is a possibility that you can still participate under Balik Ginhawa 2. The refund amount will be subtracted, however, from the new maximum allowable refund amount that has already been refunded.
