Going to college to get a science, technology, engineering, or math degree is a great way to get a good paying job, but the tuition bills can add up fast. Fortunately, if your parent is a government employee, some financial relief is on the way. The Government Service Insurance System (GSIS) has officially launched the GSIS Subsidy for STEM Program (GSSP), which is to provide financial assistance to the dependents of public servants.

This long-awaited programme is expected to benefit 1,000 deserving students nationwide with an annual grant of ₱15,000 for each of them. But the selection process is very competitive, and is also strictly limited by employment rankings. The following is a breakdown of the requirements to access the GSIS STEM subsidy for 2026 and what grade you will be eligible for in the Government, as your parent will determine eligibility for this cash subsidy. 

The Core Objective of the GSIS Subsidy for STEM Program

The introduction of the GSIS Subsidy for STEM Program (GSSP) is directly geared toward national efforts to create a technologically skilled workforce and increase the competitiveness of the economy. The program is planned to support a total of 4,000 students across a rolling four-year period, creating a vital talent pool for innovators, engineers, and researchers, according to an official press release by the Government Service Insurance System (GSIS).

This annual allowance of ₱15,000 is a crucial buffer for families struggling with household expenses and high tuition fees. These funds may be used for any education-related costs, such as laboratory fees, books, transportation to and from school, or specialized computer equipment for the advanced study of technology. 

Decoding Government Salary Grade Eligibility

Economic prioritization, the most important decision-making criterion, is the one that matters. The pension fund does not provide these allowances just for the sake of it – it’s designed to provide financial relief for families who need it the most. 

The Cut-Off: Salary Grade 15 and Below

You must be a GSIS member and have an active job with a Salary Grade 15 (SG 15) or lower to be considered eligible. Typical jobs in the public sector pay scale that fall under SG 15 are senior teachers, mid-level administrative officers, and specialized technical personnel. Your SG will automatically be outside the baseline if your parents’ rank is equal to or above SG 16. 

Priority Given to Lower Income Brackets

If your parent meets the basic requirements for the government salary grade, they are still ranked in the tournament. The GSIS will clearly identify nominees’ parents who are at the bottom of the pay scale (SG 1- SG 10) or younger than 60 and pensioners under the Permanent Total Disability (PTD) provision. Further, 20% of the 1000 annual slots (200 slots in total) are given exclusively to students from the special sectors, such as: 

  • Indigenous Peoples (IPs)
  • Solo parent families
  • Persons with Disabilities (PWDs)

Academic and Administrative Criteria to Satisfy

Just because they meet the income requirement doesn’t mean they qualify. The ₱15,000 allocation will be granted only if both academic and contribution goals are met at the same time:

  • High Academic Standing: Incoming freshmen should have a high General Weighted Average (GWA) of 90 percent or more in senior high school.
  • FIRST TIME college F Fresman: The student should be an incoming college freshman who has been officially accepted to an identified STEM degree program at a college or university accredited by the Commission on Higher Education (CHED).
  • Parent’s GSIS Account must be 100% active with cleared premium payments in the last three consecutive months (Active Member Premium Status). 

According to the latest development reports published by the Philippine News Agency (PNA), the formal application window and submission portal for the GSSP are scheduled to go live on June 30, 2026.

The grant covers traditional and emerging programs officially categorized under the STEM umbrella by CHED. This includes Bachelor of Science degrees in Civil/Electrical/Mechanical Engineering, Computer Science, Information Technology, Biology, Chemistry, Mathematics, and Data Analytics.

Can a student hold other scholarships alongside the GSIS grant?

Yes. Because this program is structured as an educational subsidy rather than a restrictive full-ride scholarship, students are generally allowed to stack this ₱15,000 grant with other localized private or university-specific incentives, provided the other financiers allow it.

My parent works in local government (LGU). Are we eligible?

Absolutely. As long as your parent is a regular, permanent employee whose agency actively remits monthly contributions to the GSIS, and their rank does not exceed SG 15, you are fully eligible to apply.
