The implementation of the digital tax on November 9 has sparked the debate about the possibility of adding extra fees for bank transfers and electronic wallets along with everyday financial transactions in Indonesia.

But the clarification of the Directorate General of Taxes (DJP) on Indonesia Digital Tax is not an all-encompassing tax on the financial transfer, but rather a tax on the end-to-end processing of transactions involving digital products that target purchasers in Indonesia.

The clarification is in response to comments by Indonesian Chamber of Commerce and Industry adviser Hashim Djojohadikusumo on a Nov. 9 implementation date.

Indonesia Digital Tax November 9 Announcement Explained

Following Hashim’s statement, there was speculation regarding taxation of banks and financial technology firms. However, the DJP clarification reported by CNN Indonesia clarifies that the pertinent SPP-TDLN system is already in operation on September 25, 2026 and not on November 9.

Are Bank Transfers and E-Wallet Payments Taxable?

The DJP said that personal bank transfers and family remittances and ordinary money transfers are not automatically liable to VAT under SPP-TDLN. No new taxable transactions are identified by the use of e-wallets or topping up of the balance. Whether tax treatment is good or bad is dependent on the purchase under which the payment is made, not just the payment method itself.

How SPP-TDLN Rules Apply to Digital Purchases

The designated payment intermediaries are permitted to withhold existing VAT on qualifying foreign digital goods and services as per Minister of Finance Regulation No. 49 of 2026. This can cover overseas software and streaming services. The mechanism doesn’t establish a new rate of VAT.

Government Clarifies Double Taxation and Payment Rules

The Indonesian tax authority confirmed that purchases that have already been taxed via designated PMSE digital service providers will not be taxed via SPP-TDLN again. Additional participants will have to go through preparation and stabilisation procedures, with six collecting institutions initially appointed.
