The results from Israel’s Oct. 27 parliamentary election have taken the focus off the ballot box, as neither of the dominant political camps seems to have formed a clear governing majority, forcing both sides to enter coalition negotiations.

The need to understand Israel Election Math is crucial as the successful party with the most seats does not necessarily win the prime minister’s position. The key issue is to form a parliamentary majority in a highly fragmented political environment in which smaller parties have the power to shape the government.

Israel Election Math: Why 61 Knesset Seats Matter

There are 120 seats in Israel’s parliament, known as the Knesset. If this coalition is able to secure 61, it has an absolute majority. Smaller parties could play a deciding role if they manage to cross the 3.25% electoral threshold and enter parliament.

How Israel’s President Selects a Prime Minister

Parliamentary factions consult President Isaac Herzog before he names a parliamentarian to form a government. The candidate does not have to be the top vote getter. Instead, the president thinks about who will be able to get the support needed in parliament.

Coalition Negotiations and the 28-Day Deadline

The person nominated is given 28 days to negotiate coalition agreements, which can be extended for another 14 days. The talks are generally about the appointment of ministers and/or policy commitments, and parliamentary cooperation. The negotiations will end with a vote of confidence in the Knesset.

What Happens if No Coalition Secures Power?

In the event that the first candidate is rejected, another lawmaker can be given 28 days. A later process gives 61 lawmakers the chance to nominate a third candidate. If the election is not successful, another election can be conducted within 90 days.
