Malaysian Prime Minister Datuk Seri Anwar Ibrahim has stated that the government would take action against officials and agencies that misuse government money, saying they could be arrested and prosecuted, in order to ensure financial accountability.

The Anwar Fund Misuse Warning was made on 1st November, 2026 at the National Hawkers and Small Traders Day Carnival in Kajang, Selangor.

Anwar also as Finance Minister said that the public allocations should be allocated in a corruption free and leakage or misappropriation free manner to the intended beneficiaries.

Anwar Fund Misuse Warning Targets Government Agencies

At the Kajang event, Anwar specifically talked about TEKUN Nasional, Bank Rakyat and Amanah Ikhtiar Malaysia. He emphasized that the financing agencies for entrepreneurship must safeguard the funds granted by them and that must be extended to the deserving small traders and entrepreneurs.

Criminal Breach of Trust Carries Serious Legal Consequences

Under Section 405 of Malaysia’s Penal Code, that criminal breach of trust occurs when an individual dishonestly uses any property entrusted to him/her. Imprisonment, fines and, in some instances, whipping, may apply in cases of conviction for offences under the provisions.

Malaysia Links Financial Integrity to Welfare Spending

With better financial management, more public aid has been provided, he said. The total allocation for welfare fund of the activities of the STR and SARA will be RM16 billion in 2027 while RM18 billion will be allocated for salary adjustments of the civil servants in 2026, according to Bernama.

Government Strengthens Anti-Corruption and Financial Oversight

The warning comes after previous governance changes were made to address financial leakage and abuse of power. Anwar’s government has suggested more supervision of statutory bodies and public funding and trust bodies to make the government institutions more transparent.

Legal Penalties Under Malaysian Law

To give some context, Section 406 of the Penal Code prescribes a prison term of up to 10 years, whipping and a fine for criminal breach of trust. Public servant or agent with criminal breach of trust – imprisonment of 2 to 20 years, whipping and a fine (Section 409). Sentence and exemptions will vary and depend on the law in force and the individual circumstances.
