On 22nd September, Secretary General of the ASEAN Dr. Kao Kim Hourn attended the 22nd ASEAN-EU Trade Commissioner Consultation in Manila to advance the discussions on ASEAN-EU trade, investment, digital economy and supply chain concrete actions and facilitate further strengthening of ties between ASEAN and EU.

Trade Ties Reach a Significant Scale

ASEAN’s preliminary data reveal that in 2025, total two-way merchandise trade of ASEAN and the EU stood at US$318.8 billion. The EU was ASEAN’s third largest trade partner and the largest source of external FDI with EUR31.3 billion in FDI inflows.

Those figures reveal an economic connection that goes beyond the “traditional goods”. European companies are seeking diversification, manufacturing and technology in SEA, and ASEAN exporters rely on market access in Europe.

Digital Trade Moves Forward

In Manila, the subject of digital trade was covered. Progress in the finalisation of ASEAN-EU Digital Trade Principles, which will help contribute to a common understanding of cross-border digital commerce, were noted by ASEAN and the EU.

The principles could clarify discussion and regulation of data flows, electronic transactions, and cybersecurity. They also assist ASEAN in making digital initiatives more business opportunities.

Supply Chains and Green Transition

The consultation was also dedicated to the strength and sustainability of the supply chain and the green transition. These are priorities because of companies’ need to diversify production networks and find safe source and manufacturing locations.

EU engagement can contribute to facilitating the creation of digital infrastructure, clean technologies and sustainable supply chains. The increasing burden of compliance requirements for European environmental regulations placed on ASEAN exporters is another issue.

Bilateral FTAs as Building Blocks

ASEAN-EU Free Trade Agreement is a long-term goal at the ASEAN-EU level. The bilateral negotiation with individual ASEAN member countries, meanwhile, can provide avenues for enhanced market access and regulatory cooperation.

The Philippines, Indonesia and Thailand are on three different routes with the EU. Progress could serve as experience to help with broader ASEAN-EU economic integration.

What Comes Next?

This Manila consultation reminds the reader that economic relations between the ASEAN and the European Union are expanding and moving towards a more technology-intensive relationship. Digital and investment, sustainability and supply-chain resilience are becoming important pillars alongside the cornerstone that is trade.

The issue next up is how to implement. Regulatory compatibility and business adoption will determine the role that will be provided to transform the commitments into realistic frameworks.
