Under executive order No. 6, an 8888 Citizens’ Complaint Center was set up to submit issues with government agencies. On the other hand, the efficient government service and speed of processing times are laid down by the provisions of Republic Act No. 11032.
Where Can You File a Government Complaint?
There are several channels to file a complaint with the Citizen(s). The most direct is to use the 8888 hotline via a land-line or a cell phone. One can also file complaints via SMS.
The other is the Civil Service Commission’s Contact Center ng Bayan where complaints are received via its Email, SMS and Website. These mechanisms are a way for citizens to let the government know if services are not being delivered effectively without having to seek help at any other governmental level.
What Information Should You Prepare?
It’s important to have a good and clear complaint to be assessed appropriately. If available, state your personal name and contact information in your complaint, but if anonymous, it may be accepted.
It’s important to determine who was responsible for the government employee or office and how it occurred. Specify date, time, place and sequence of events, especially if concern is delays or refusal to process documents, inappropriate conduct, and/or alleged solicitation of funds.
Other pieces of evidence may help to an extent support the complaint. Store a copy of the receipt, claim slip, pictures, recordings, emails, messages, etc., relating to the incident.
How to File and Track Your Complaint?
Describe the problem in detail in the script. Depending on the circumstances, it may be done in disregard of the Citizen’s Charter, unreasonable delay, negligence, fixing and/or bribery.
Once submitted, the complaint will be given a reference or ticket number. Make sure to keep this number close to hand as it can be assessed for case status or to contact appropriate authorities.
If the details about the contact person is provided, the agency to whom the complaint is being made can inform the person of the complaint regarding update information.
What Are the Government Response Timelines?
The agency concerned with the complaint should respond within 72 hours of receiving a complaint in accordance with the complaint framework outlined in the information.
RA 11032 on its own, has 3 working days of service processing for simple transactions and 7 working days for complex transactions, 20 working days for highly technical transactions.
The timescales assume a significant function in identifying complaints of unreasonable administrative delay from other complaints.
