As India’s defence ties with Mauritius continue to grow, there is a key geopolitical query here: is New Delhi building a strategic base in the southwest Indian Ocean?

The India Mauritius Strategy is a mix of maritime surveillance, infrastructure development, and diplomatic efforts aimed at bolstering India’s presence in the region.

But Mauritian being an Indian military outpost isn’t a fair description of the island nation, since it fails to note their sovereignty and security concerns.

India Mauritius Strategy: Why Agalega Matters

India has funded infrastructure projects on the Agalega Islands, such as the improvement of the runway and jetty, which were opened in February 2024. These installations help enhance maritime connectivity and surveillance capabilities, which could boost India’s operational presence in critical Indian Ocean regions.

India’s Growing Maritime Influence in Mauritius

In the context of President Narendra Modi’s visit in March this year, both sides enhanced the strategic partnership with mutual pledges on sharing information and strengthening maritime security. This co-operation helps in tracking illegal activities and provides an enhanced role to India in the region.

China and the Competition for Indian Ocean Influence

Mauritius’ geographical location is of strategic importance in the broader shipping network of the Indian Ocean. The rise of India’s role is also a reflection of China’s rising maritime interests, but the cooperation between the two nations does not necessarily imply military conflict.

Strategic Partnership or an Emerging Military Stronghold?

India’s investments in its infrastructure indicate its long-term strategic intentions, however, military access does not create permanent control. Transparency, development needs of the local population and agreed security arrangements are key to legitimacy of the partnership between Mauritius and Agalega, as Mauritius retains sovereignty over the island.
