Philippines Lifts Discord Ban as Platform Pledges Stronger Child Protection

The Philippines Discord ban was lifted just hours after the platform was blocked for violation of online safety, grooming and violent extremism concerns. On 24 September 2026, the order was lifted by the Department of Information and Communications Technology (DICT) and Cybercrime Investigation and Coordinating Center (CICC) after reaching an agreement with the representatives from Discord.

The government announced that Discord has agreed to enhance measures for safeguarding minors, as well as cooperate with authorities in the Philippines. The development marks the return of Discord access, but it does not address other issues related to digital safety in the Philippines and platform accountability.  

Philippines Discord Ban Lifted After Government Talks

The ban on the Discord app in the Philippines was enforced starting at the night of September 23 when the CICC called for the National Telecommunications Commission (NTC) to put in place the ban. Telecom companies and ISPs then started to roll out blocking of Discord.

After “the successful negotiations with Discord,” the restriction was lifted, said DICT Secretary Henry Aguda on 24th September. 

The government had raised concerns about:

• Online grooming and child exploitation
• Nihilistic violent extremism (NVE)
• Radicalisation of young Filipinos
• The need for faster cooperation with Philippine authorities
• Age assurance and other online child safety measures

The CICC had earlier asked Discord and Reddit to establish a Philippine presence to make coordination and enforcement easier.

Why was Discord blocked?

It was imposed after the government investigation into the Internet risks following the Banga National High School shooting in South Cotabato. It was the third school shooting that has been reported in the Philippines in 2026, according to authorities.

There was a particular concern about online communities and platforms being used to expose minors to harmful material and/or facilitating harmful activities.

The government has repeatedly called attention to the worry about the platform’s use by bad actors, rather than merely viewing the technology as the source of violent extremism. 

Discord Promises Stronger Child Protection

Discord has informed Philippine authorities that it will enhance its safeguarding of teens and increase collaboration with government bodies.

During the conference sessions, one of the key elements brought up was the new Global Teen Experience that Discord has introduced.

The platform claims that its new safety method will provide a “safe-by-design” experience for teens. Discord has also expanded their age-assurance devices and teen safety settings worldwide. 

Discord’s current teen safety tools

The platform’s safety system includes:

1. Age assurance to help determine whether an account belongs to a teen or adult.
2. Teen-by-default safety settings for younger users.
3. Sensitive content filters that can blur or block certain material.
4. Family Center, which helps parents and guardians stay informed about a teen’s Discord activity.
5. Channels for reporting harmful content and behaviour.

Some age-assurance processes rely on facial age estimation, and some verification processes are performed by third parties, Discord says. Data collected from the age-assurance vendors is erased on completion of the check,” says the company. 

For parents and guardians, Discord’s Safety Library provides information about teen protections, sensitive-content filters and reporting options.

What Happens to Discord Users in the Philippines Now?

The ban has been lifted, allowing Philippine players to log into Discord, but the process may rely on individual internet service providers as the ban is lifted up.

Now the government and platform will move on to the commitments discussed in their negotiations.

In addition, Discord also agreed to help find and track any potential threat actors and to provide quicker communication channels for legitimate requests and reports of harmful content, the CICC said. These channels are designed to address issues of concern including online sexual abuse/exploitation of children (OSAEC), child sexual abuse materials and violent-extremism materials.

The Philippine National Privacy Commission (PNPC) has also upped its surveillance on digital platforms in tandem with this. It issued show cause orders to the social media platforms—Meta, Roblox, Reddit or Discord—on September 22 on the conditions of registration on the basis of the Data Privacy Act of 2012.
