Can the Philippines Finally Commit to Net Zero Emissions?

Philippines Net Zero

The Philippines is making a crucial climate policy decision, whether it can go beyond emission reduction commitments and establish a long-term net zero emissions target. The country is very vulnerable to typhoons, sea level rise and extreme rainfall. Climate Action Tracker notes that while it has climate policies and renewable energy plans, a clear national net-zero deadline is still lacking.

Existing Climate Commitments and the Net Zero Gap

As part of its Nationally Determined Contributions, the Philippines has committed to slashing or avoiding 75% of its baseline GHGs for 2020-2030 in 2021. 72.29% of this target relies on international support, e.g. climate finance and technology. Only 2.71% is unconditional, as the Department of Finance explains.

Renewable Energy Offers a Practical Route

Increasing the use of solar, wind and other renewable energy provides an opportunity to lower reliance on fossil fuels. The Department of Energy in February 2026 made a second step forward in the process of auctioning at least 25 GW of additional renewable capacity by 2035. The government’s energy programme is a positive development, but delivery, upgrading of the grid and costing of the electricity is still crucial.

Climate Finance and Stronger Accountability

An announcement is not enough to make a credible net zero commitment. The government should have targets for each sector, clear progress reports and investment in cleaner transport, industry, agriculture and waste management. Domestic funding, private investments, and clear accountability should also help to drive the transition, alongside international climate finance.

Opinion Can the Philippines Make the Commitment

The Philippines has good arguments for becoming a net zero country, both to lower emissions and for economic resilience. But a deadline with no implementation plan that is funded is a hollow promise. The government should set an ambitious long term target based on science, support communities in the vulnerable situation during the transition and ensure that pro-growth reports are issued regularly. A credible commitment would link climate ambition to action and accountability.
