Pakistan’s Middle East Dilemma: How the Trilateral Saudi-Turkey Defense Deal Impacts Ties with Iran and India

Pakistan’s new trilateral defence partnership is bound to change the security calculations in the South Asian and Middle Eastern regions. Signed on August 7, 2026, the Mecca Joint Defence Agreement involves Saudi financial assistance, Saudi Uhud bank loan, Turkish defence industry and Pakistan military forces under a collective security pact.

The deal provides benefits to the city of Rawalpindi not only strategically but also economically. However, it also poses a delicate balancing act as Pakistan needs to further strengthen its relationship with both Riyadh and Ankara while not compromising on its strained ties with Iran or giving India sufficient justification to respond more negatively to the expansion of security cooperation with Pakistan’s neighbors.

A New Security Triangle Takes Shape

By far the most significant provision of the agreement is its joint-defense pledge. An armed attack on any one signatory should be interpreted as an armed attack on the United Nations.

The deal also includes a secretariat on a permanent basis for coordination and ministerial and military committees. This may, in practice, enable the sharing of intelligence, joint planning, defense procurement and more interoperability between the forces.

The partner countries each have distinct assets/sources of strength. Saudi Arabia can provide financial status and geographic location, Turkey can provide a well-developed defense industry and Pakistan offers military expertise and well-developed defense infrastructure.

Pakistan’s Iran Problem

The biggest diplomatic threat is likely to be from Iran. Earlier, there was a long border between Pakistan and Tehran in Balochistan which made the region significant from a military stand point, in case if any instability occurs in the region, it can become a domestic security problem for Pakistan right away.

Islamabad will therefore have to convince Iran that the deal is defensive and not a measure to limit Iranian influence. The task is complicated further if Saudi Arabia is toeing the path of military engagement with groups opposed to the Saudi Crown Prince on the Iranian frontiers, or if Pakistani troops are needed for operations in the Gulf.

Pakistan has tried to cultivate a policy of balance with Saudi Arabia and Iran in the past. With the new treaty far more difficult to implement that balancing approach.

Why Will India Be Watching Closely?

New Delhi is expected to look at the agreement closely given that Turkey has forged close defence and political relations with Pakistan.

Defense technology transfer, such as in the area of drones and naval systems among other advanced platforms, may be sped up by greater military cooperation between the two nations aided by Saudi resources. This may have implications on India’s perception of the security environment in its west over the years.

Saudi Arabia will discontinue its growing economic ties with India. Riyadh is a key interlocutor in the Indian trade, investment and energy markets and infrastructure. For Saudi diplomacy it will be a challenge to sustain such a relationship and simultaneously beef up the defense relationship with Islamabad.

Opportunity or Strategic Trap

The deal gives Pakistan the chance to be more relevant in international considerations and gain more access to the defense technology and investment from the Gulf. It can also give Islamabad a better leverage in more comprehensive regional diplomacy.

There’s a cost to increased security promises. Further in the future, Pakistan may be called upon to force or contribute some or its resources on various occasions of crisis in the Middle East, which could take away the focus and resources from South Asia agendas.

Thus, the key to whether Islamabad can make use of the alliance without implying a strategic dependence would be the critical test.

What the Deal Means for the Region?

The Mecca agreement holds great importance as it is related to the three strategic calculations which are previously independent ones like security measures of the Gulf, defense extension in Turkey and military diplomacy of Pakistan.

The impact of the signing will not be such as to rely on the signing ceremony itself, but rather on the way the partners will react in the face of a real crisis in the region. Based on the narrow scope of the deterrence and defense aspects, it might prove to be a lasting multinational partnership between the two regions. Pakistan’s balancing policy may be tested as much as ever if the country gets caught up in a dispute among regional powers, like Iran.
