Significantly, Singapore and the Philippines have decided to cooperate further in areas such as healthcare training, digital developments and their mutual support for ASEANâs integration. The announcement was made June 4, 2025, during Lawrence Wongâs visit to Manila as Singapore prime minister, at a meeting with Ferdinand Marcos Jr., the president of the Philippines.
The leaders shared ideas at Malacañang Palace on working together in sectors such as healthcare which was a main topic. Both parties believed that strengthening cooperation in healthcare would boost local healthcare in their countries as well as regional health stability.
Focus on Healthcare Workforce Development
Enhancing the development of the healthcare workforce was a major decision made at the meeting. The Department of Health from the Philippines and Singaporeâs Ministry of Health are planning ways to train returning Filipino doctors and nurses and help them resume their work in the Philippines. President Marcos believed that Filipino healthcare workers in Singapore and other countries greatly helped fight the COVID-19 pandemic. He thanked Singapore for his and many othersâ protection in the city-state, as thousands of Filipinos work in its healthcare sector. âThese efforts go beyond providing jobs,â explained President Marcos, âthey also help people feel recognized, give them respect and let them improve their skills.â
Temasek Foundationâs Role in Expanding Healthcare Access
Temasek Foundation has been actively involved in the Philippines, especially by carrying out its activities in Taguig City. Among the programâs efforts supported by Prime Minister Wong were community health screenings and new efforts using digital health. There is now a model for private and public sectors to join forces, thanks to the foundationâs continuing support to local communities.
As well as caring for people on the front lines, healthcare is now focused on improving government departments. The Philippine Civil Service Commission is trying to finalize a deal with the National Univarsity of Singapore (NUS) to offer a digital leadership course. Its purpose is to develop a healthcare administration that can manage the fast-growing digital changes in world health care. This project is intended by both governments to fix policy differences and digitalize healthcare to improve health security which has been prioritize by ASEAN.
Healthcare as a Pillar of ASEAN Unity
Leaders of both countries confirmed their eagerness to cooperate as ASEAN member countries. PM Wong pointed out that there is a strong need for regional integration in health and energy, since Southeast Asia is confronted by greater demands for public infrastructure.
Key regional goals include:
- Creating an ASEAN healthcare workforce exchange platform
- Joint research on disease surveillance and health technologies
- Advancing the ASEAN Power Grid for energy sustainability that supports health infrastructure

Singapore and the Philippines are now strengthening their relationship which is part of a growing movement in the Asia-Pacific to address risks by improving specific sectors through diplomacy. After the pandemic revealed its vital role worldwide, healthcare has become a key part of this bilateral arrangement. This brings a clear example that member states should translate their values into things they can deliver together.
