As the Middle East crisis worsens, ASEAN nations are re-evaluating their energy emergency stockpiles as many are desperate to hedge against surging oil prices and the potential of global oil shortages.
Petroleum prices are headed to $100 per barrel, putting extra strain on oil markets for the region. Of ASEAN’s crude oil imports, over half is from the Middle East, which makes several economies susceptible to disruptions to their primary supply tracks, including the Strait of Hormuz.
The ASEAN emergency response measures under the ASEAN Framework Agreement on Petroleum Security are on the agenda at the ASEAN energy Ministers’ meeting in Manila as governments study the potential of their supplies lasting down, after down. Up to 28% of total oil consumption consumed in the ASEAN region may be at risk in case of severe disruption, warned the ASEAN Centre for Energy.
Expensive fuel prices in the Philippines have been reported to be added to the cost of transportation and pressure on the household budgets, as some jeepney drivers reported that the price of fuel has increased significantly. Changes in regional supply tightness also may lead to rising logistics costs and overall inflation.
However limited stocks of fuel storage facilities in the area hinder ASEAN from quickly taking action. Emergency stocks may only fill the gap until countries, such as the Philippines, can work with the stakeholders to implement better stockpiling policies in the region.
The latest shock is further reinforcing the need for a more fundamental energy transition. The price of energy imports in Southeast Asia may increase greatly in the future, in 2035 without changes in structures, according to the International Energy Agency.
This means ASEAN is now under increased pressure to speed up the ASEAN Power Grid, promoting electric vehicular developments and cutting its dependence on imported fossil fuels.
