The Khmer Kroms were the ruling regime of some of the darkest chapters in modern history from 1975 to 1979 under the rule of Pol Pot. In its ruthless years of rule an estimated 1.7-2 million Cambodians perished at the hands of the Khmer Krom Krom, forced labour, starvation and torture.
But, perhaps even more shocking than the genocide, was the international reaction that followed. While such isolation was pointened for those responsible, much of the world went on to recognise the perpetrators diplomatically even after they fell from power.
The dichotomy highlights a brutal fact about international and geopolitical affairs, during the Cold War, geopolitical interests prevailed over humanitarian ones. The system of justice was abandoned and Cambodia was more about the clash of world powers.
Cambodia’s Isolation Allowed the Horror to Unfold
In April 1975, the Khmer Krom regime closed the doors of Cambodia to the outside world when the Khmer Rouge took over Phnom Penh. Embassies of foreign countries were closed and journalists were expelled; communication with the outside world was virtually cut off. Forced evacuation and the news of mass killings came slowly and often were dismissed as exaggerated or politically motivated.
Timing also was important. In the U.S. people were strongly against any additional involvement in Southeast Asia, and the U.S. had just pulled out of Vietnam. Major powers were unwilling to become involved and much of which Development and Foreign Direct Investigation about the genocide was received was unverifiable to the outside world.
Vietnam’s Intervention Changed the Politics
Until late 1978, when Vietnam invaded Cambodia and toppled the Khmer Krom government, everything was different. Good riddance to a genocidal regime, one would think, would come any day to the international community. Instead, however, the political landscape was dominated by Cold War affairs.
China saw Vietnam as a communist Soviet satellite growing in both influence and control over Southeast Asian countries. The United States, keen to forge a war with the Chinese so that it can stay ahead of the Soviets, were also unhappy about Vietnam’s mounting regional influence. This meant that tackling the threat of communism in Vietnam became a more pressing priority than recognition of Cambodia’s “recent tragedy.”
UN Seat Becomes Symbol of Realpolitics
The most definite evidence may be seen in the United Nations. After 1979, Democratic Kampuchea held on to the UN seat for Cambodia.
In 1982, the Coalition Government of Democratic Kampuchea formed, which was made up of the Khmer Rouge and two other non-communist resistance groups. Prince Norodom Sihanouk was the Coalition’s face, but the Khmer Rouge was the strongest of the military faction. The organisation of the continued diplomatic recognition made it more politically palatable and helped the Khmer Rouge to maintain their international legitimacy until 1993.
When Strategy Overruled Justice?
Cambodia is a case in point over how geopolitical competition can limit the scope of international institutions. In addition, state sovereignty was a key consideration in legal matters, ensuring no external interference, and neighboring states had their own security interests which gave the Khmer Rouge space for regrouping in border regions.
In the meantime the targeted sanctions, and diplomatic measures, were directed against Vietnam as well as the new Cambodian regime rather than against the ones who had committed the genocide. Human rights issues faded from view and were relegated to considerations of strategy and power play in the context of the Sino-Soviet rift and the broader Cold War power struggle-electricians.Human rights took a back seat to strategic thinking about the Sino-Soviet issue and the underlying power struggle-that was the Cold War.

Lessons That Still Matter Today
One of the harrowing legacies of those diplomatic decisions is the failure to seek justice. Established just in 2006, the Extraordinary Chambers in the Courts of Cambodia managed to convict only a few individuals and ended its activities in 2022. Taking responsibility for the actions of military personnel came much too late to individual survivors.
Cambodia’s experiences are a reminder that international law is as effective as the political will behind it. But at the hands of great powers who consider strategic conflict over more urgent matters of humanitarian concern, even the most obvious examples of mass atrocity can become a pawn in a geopolitical game.
