DKI Governor Anies submits request for road bikes can pass toll road, PUPR Minister: toll road for four-wheeled vehicles or more

DKI Jakarta Governor Anies Baswedan submitted a request to the Ministry of Public Works and Public Housing (PUPR Ministry) to allow the Jakarta Intra Urban Toll Road (JIUT) to be crossed by road bikes or racing bicycles. One of JIUT, namely Cawang-Tanjung Priok west side requested to be used as a road bike track every Sunday morning at 6 – 9 AM.

Minister of PUPR Basuki Hadimuljono insisted that the use of the Jakarta Intra Urban Toll Road on the west side of the Cawang-Tanjung Priok section as a bicycle lane violates regulations.

“The toll road is for four-wheeled vehicles or more. Bemo is not allowed, right? Bicycles of course not allowed,” said Basuki at the PUPR Ministry Building, Jakarta, Wednesday, Sept. 9

The rules, according to Basuki, refers to Government Regulation (PP) Number 15 of 2005 concerning Toll Roads. Article 1 paragraph 7 states that a toll road user is anyone who uses a motorized vehicle by paying tolls. Further explained in Article 38, toll roads are only intended for road users who use four-wheeled motorized vehicles or more.

The government then issued PP Number 44 of 2009 concerning Amendments to Government Regulation Number 15 of 2005. In this regulation, there is a new provision, namely toll road access for motorbikes.

The PUPR Ministry is still in the stage of reviewing Anies’ proposal and advising the DKI Jakarta Provincial Government to hold a road bike traffic simulation to enter toll roads starting this week.

The simulation results will be given to the Minister of PUPR Basuki Hadimuljono as a material for consideration of whether or not the bicycles to enter the toll road.

Meanwhile, an entrepreneur of the toll road, Jusuf Hamka expressed his support for the policy plan that Anies would take through his Instagram page.

Even though, he remains anxious about the safety of the cyclists. Because he saw cyclists that took the road of cars and motorbikes on the city main road some time ago. So he does not want some tragic accidents caused by bicycles to happen again.
