Several large municipalities in the capital have officially declared that they will cancel classes in the run up to Monday’s speech. These measures are designed to ease the strain on the system of traffic and also provide students and teachers the chance to stream the presidential address from their homes.

Quezon City (Host LGU)

The Quezon City Mayor, Mayor Joy Belmonte, issued Executive Order No. 23, series of 2026, which declared that all public and private schools are closed. The Batasang Pambansa is located within the city, so it is expected that heavy vehicular congestion will hit both Commonwealth Avenue and IBP Road. Also, the liquor ban in Quezon City has been initiated with another Executive Order this Monday which prohibits the sale of alcohol from 12: 01 am to 6:00 pm to ensure public order.

Face-to-face and virtual classes are suspended at all levels, in public and private schools, colleges and universities, Manila Mayor Francisco “Isko” Moreno Domagoso confirmed. MPIO stated that the suspension enables the students and faculty to tune in with President Ferdinand Marcos Jr. for his annual State of the Nation Address in a safe environment.
