Iran’s Economic Shield Is in Beijing: How China Is Blunting Western Pressure

Western sanctions have been all about the same idea for years to seal off Iran, and make it more difficult for its leadership to pivot. More and more this seems a risky proposition. But now, as U.S. sanctions and sea pressure mounting, China has become the main economic artery which continues to keep Iran alive in the international trade world.

Beijing does not have to counter all the sanctions effects on Iran. Inflation, weakness of currencies, and economic difficulties are acute issues. But China also offers something of comparable value with only enough commercial space to keep maximising economic pressure from becoming an actual state of economic isolation.

China’s Oil Purchases Keep Iran Connected

Independent Chinese refineries, specifically small “teapot” refiners, have continued to be key customers of the Iranian crude due to their lesser exposure from the western market compared to big international energy firms.

The economy is also a big incentive with discounted Iranian oil. China gets crude at a lower cost and Iran gets an important source of export revenue. This allows the relationship to be more than merely political in nature.

As Washington tries to liquidate this trade, it becomes more contentious as to who will have the de facto enforcement power in the practical application of such a trade.

Shadow Fleet Makes Enforcement Harder

Oil export routes and facilities are also tricky, enabling Iran to conceal the sources of its deliveries. A shipment’s difficulty in being easily traced is heightened by ship-to-ship transfer, identity change and alternate shipping documentation.

That puts a big burden on enforcement officers in Washington. Catching every dubious tanker is too costly, legally complex and could be a destabilizing threat to global energy markets.

That’s the paradox in the strategy, which is even more bewildering: the more vigorously the U.S. attempts to seal the gap, the more likely it is that enforcement will disrupt the securities market again.

Alternative Finance Weakens the Dollar Weapon

Financial support is the second aspect of China’s support. It is possible to make transactions in the Iranian currency without using a dollar-based system using alternative banking systems and local exchanges.

This is turning into a major issue for Tehran. U.S. financial penalties have the greatest impact when access to international dollar clearing is essential. Any transactions performed outside the system diminish Washington’s direct control over such transactions. China can not only provide Iran with a market for its oil but an alternative economic system.

25-Year Partnership Adds Strategic Depth

The connection is more than just in the short term purchase of oil. There are potential areas of cooperation in infrastructure, telecommunications, transport in China’s long-term partnership and cooperation with Iran.

This puts in a strategic component of the economic relationship. Beijing wants to keep maintaining a stable Iranian state that can provide energy supply and become a part of wider Eurasian trade lines.

The relationship also serves the Chinese state’s broader aim of establishing a more multipolar world order, one in which U.S. sanctions are not necessarily the most effective.

China’s Shield Has Limits

To depict China as immune to Western pressure in its efforts to make Iran invulnerable would be a mistake. Further drawbacks are potential expense increases in transactions, limiting access to technology, and furthering product deliveries and insurance complexities from secondary sanctions.

China has to consider the risks as well. Small Iranian oil buyers have much less risk in the international financial markets than do major Chinese banks and state-owned companies. Beijing thus has an advantage to not only challenge all U.S. sanctions blatantly, but also to maintain strategic flexibility.

The Iran sanctions duel is finally turning into a struggle between two different forms of economic systems. Washington’s strength lies in the power of the dollar, international financial markets and sea security.
