Over the years, the entry-level salary of an Employment Pass (Category III) was pegged at RM5,000. But now, that floor has been lifted up quite some distance. Before an EP is issued, employers now have to present exhaustive evidence that no Malaysian citizen could perform the job. Small and Medium Enterprises (SMEs) are the ones who are most pinched. Failure to meet these thresholds results in an automatic rejection of the visa application, with no cooling-off period for re-application under the same contract.

These reforms will help Malaysia to be on par with regional economies such as Singapore, which has recently revised its COMPASS framework. The International Labour Organization (ILO) has observed that these changes are common in new economies that aim to get out of the so-called middle-income trap. Although it will make it more difficult to hire people in the short-term, the government believes it will eventually lead to a more sophisticated and better-paid workforce.
The new rules apply to all new applications and renewals. If your current visa expires after May 5, 2026, your employer must raise your salary to the new threshold to successfully renew your pass.
The Digital Economy Corporation (MDEC) occasionally offers flexibility for “Strategic Tech Roles,” but these are rare and require a separate endorsement from the Ministry of Digital.
