Muhammad Faishal Ibrahim announced his resignation from all political appointments in Singapore’s political landscape which marked a significant development. This comes after an investigation by the Prime Minister’s Office (PMO) into how he interacted with a member of the public in a feminine role, which sparked a social media frenzy and conversation.
Faishal served numerous roles as Acting Minister-in-charge of Muslim Affairs, as a Senior Minister of State for Home Affairs, Member of Parliament for Marine Parade-Braddell Heights GRC and as a member of the People’s Action Party. After admitting to a wrong choice in his conduct, he resigned.
Why Did Muhammad Faishal Ibrahim Resign?
The investigation started after the PMO Singapore received an email from a female citizen relating to relations with Faishal, the PMO says. The communications are said to have been conducted predominantly via online messaging systems with some short on-the-spot meetings at public gatherings.
Both Faishal and the woman accused him of harassing her and he defended himself, harassing him, during the investigation. The issue was later referred to the Singapore Police Force for investigations and further consideration with the Attorney-General’s Chambers (AGC).
No Criminal Offences Were Found
The PMO explained that investigations had confirmed that neither party had committed any offence. This has meant neither Faishal nor the woman has been charged with a legal offense or further contended with in court.
While no criminal wrongdoings were identified, the focus of the inquiry was on whether the interactions were of an ethical nature, as one would expect of a political office holder. Eventually the result was nothing more than a political one, not a legal one.
Faishal Admits a “Lapse of Judgment”
In his resignation note to Prime Minister Wong, Faishal admitted that there was no physical relationship, but he accepted the blame for the professional boundaries that were “inappropriate”.
He said it was a “lapse of judgment” to act the way he did and that he should have handled the situation differently right from the start. Faishal added that his actions were not in keeping with “the high moral standards” expected of Members of Parliament and politicians in Singapore.
His request for resignation was an admission that, although he was never found guilty of a crime, he felt he should take the blame for the situation anyway.
PMO Emphasizes Accountability
The PMO emphasized that the integrity, professionalism and behavior of a public servant, in particular of a political appointee, must be at the highest possible standards. It did not reveal its criminal activity; the government, however, viewed it as serious indeed and deemed a political throw-in warranted.
The official statement emphasised the need to have clear boundaries when interacting with members of the public, especially elected representatives and ministers who have positions of trust.
Cabinet Responsibilities Reassigned
The government rapidly acted, transferring the ministerial duties to the government’s new leaders upon the resignation of Faishal. Senior Minister of State Zaqy Mohamad was also given the mandate of the acting minister-in-charge of Islamic affairs, effective from then.
The appointment allows continuity of the policy processes and community engagement duties currently in place while it is decided how to proceed for the future.
No By-Election for Marine Parade-Braddell Heights GRC
The resignation also left an issue for representation of the Marine Parade-Braddell Heights GRC. But PAP Chairman Desmond Lee confirmed there would be no by-election.
A different scheme will then be implemented where the remaining MPs that sit in the Group Representation Constituency (GRC) will deputise Faishal for their constituencies. They will be keeping on top of residents’ concerns, meetings and Meet-the-People Sessions in order to provide and maintain services.
