On July 22, 2026, the Philippines, Brazil and the ASEAN Secretariat held a high-level trilateral meeting in Manila during the sidelines of the 59th ASEAN Foreign Ministers Meeting.
Under the ASEAN Chairmanship of the Philippines, the meeting brought focus to the increasing significance of including the world’s biggest economy in ASEAN and on the options for expanding cooperation in trade, food security, renewable energy and sustainable development.
Strengthening the ASEAN-Brazil Partnership
Ensuring the successful implementation of the ASEAN-Brazil Practical Cooperation Areas (2024-2028) was a key agenda item for the meeting, with a focus on fostering concrete cooperation in various strategic areas. Regarding the operations of existing programs, officials reviewed the results of these developments and shared ideas on how to speed up initiatives that would benefit both ASEAN member states and Brazil.
It also reiterated Brazil’s aspiration to become in 2022 the first Sectoral Dialogue Partner from the South American region with ASEAN. Both have continued to gradually ramp up cooperation, and cultivate stronger South-South partnerships, in response to increasingly complex global economic and geopolitical challenges.
Trade and Investment Take Center Stage
One of the focal points of the discussions in Manila was trade facilitation. It discussed ways to boost market access and facilitate customs clearance and ease non-tariff barriers still hampering cross-border trade between ASEAN and the Mercosur region.
With the global supply chains staying adaptable amidst the new set of geopolitical uncertainties, the enhanced trade connectivity between Southeast Asia and Brazil can make new opportunities available to exporters, manufacturers, logistics companies and investors. The importance of building resilient trade routes, able to diversify global trade and, in the long-term, contribute to economic growth, was highlighted.
Food Security and Agricultural Cooperation
Food security continues to be an important strategic target in both ASEAN and Brazil. Brazil is one of the global top three agricultural exporters, and exports commodities like soybeans, corn, meat and poultry to the world market.
The conference in Manila discussed strengthening supply chains in agriculture, sanitary and phytosanitary cooperation, technology sharing in sustainable agriculture. The measures may contribute to making ASEAN countries more food resilient and guarantee more stable access to key food staples.
Renewable Energy and Climate Collaboration
Discussing renewable energy and climate action was a big matter. Brazil shared their experience in bioenergy, ethanol production and low carbon fuel technologies leading the country to become a global leader in a few decades.
Clean Energy Transition is one of the current focuses of investments in ASEAN countries, positioning them as an important partner for knowledge sharing and technical cooperation with Brazil. The reaffirmation of mutual commitment on issues of conservation of biodiversity, sustainable agriculture and climate resistance also serves as a further aspect of environmental cooperation on both sides.
Expanding Digital and Innovation Partnerships
In addition to the classic trade sector, attending the meeting, there have been discussions about opportunities in the field of digital transformation and innovation. There is a need to foster deeper cooperation in finance, electronic commerce, digital infrastructure, and technology transfer initially for the purposes of bolstering future economic growth.
The balancing and collaboration between ASEAN countries and Brazil, or between various technology companies, could open new investment opportunities and business prospects in the global digital economy, which is expected to be a major enabler for ASEAN regional development.
