Anti Terror Law takes effect today

MANILA – The controversial Republic Act No. 11479, or the Anti-Terrorism Act of 2020, takes effect starting today, Department of Justice (DOJ) Secretary Menardo Guevarra announced on Friday.

According to Justice Secretary Menardo Guevarra, the new law will has yet to craft the implementing rules and regulations. The Department of Justice were given 90 days to finish the IRR.

Guevarra further explained that the effectivity clause of the Anti-Terrorism Act shall take effect 15 days after its publication in the official gazette. Since the law was published on July 3, it should take effect on July 18.

Once the draft has been approved, the implementing rules and regulations have to be published.

The DOJ Chief said that the Anti-Terrorism Council and DOJ are currently in consultation with the law enforcement agencies and millitary institution that will promulgate the IRR for the implementation of the said law. The antiterrorism law is being challenged by several lawsuits in the Supreme Court as it seeks to declare it and its entirety as unconstitutional.
